Restructures the order of mandatory wage deductions, prioritizing court-ordered dependent care (30%) first, followed by contributions to the discharge account (25%), lawsuit court costs (20%), transition program funding (5%), and room and board (30%).

Eliminates a separate, lower deduction structure that previously applied to prisoners earning less than $2.00 per hour, creating a single deduction framework for all compensated inmates.

Amends ARS sections 31-254 and 31-284 governing prisoner compensation and the transition program fund.
