Prohibits courts from sentencing juveniles convicted as adults to death, natural life, life without parole, or "de facto life" (defined as 25 years or more)

Grants courts discretion to impose sentences below the statutory minimum when sentencing juveniles convicted as adults

Applies to juveniles aged 14-17 who are prosecuted in adult criminal court for serious felonies including murder, sexual assault, armed robbery, and other violent offenses

Amends Arizona Revised Statutes section 13-501, which governs when juveniles can be charged and sentenced as adults

Maintains existing requirements for which offenses require or allow adult prosecution of juveniles, while adding new sentencing restrictions
