Requires the Department of Public Safety to issue Amber alerts, turquoise alerts, and seek and find alerts for missing persons regardless of whether the individual has been classified as a runaway.

Mandates the Department of Child Safety take all required actions for missing children—including law enforcement notifications and database entries—whether or not the child is determined to be a runaway.

Renames the "silver alert" system to "seek and find alert" system for missing persons with developmental disabilities, cognitive disabilities, Alzheimer's, dementia, or who are 65 years or older.

Expands eligibility criteria for seek and find alerts and turquoise alerts to explicitly include individuals who are runaways or have gone missing under unexplained circumstances.

Requires DPS to adopt a rule ensuring Amber alerts are issued for missing children meeting alert criteria, without exclusion based on runaway status.
