Removes the prohibition on collecting voted early ballots from another person, allowing voters to give their completed ballot to any person for delivery to a polling place, drop box, election official, or postal service.

Maintains the prohibition on collecting unvoted (blank) early ballots, with exceptions for family members, household members, and caregivers.

Eliminates required voter instruction language warning that only family members, household members, or caregivers may handle or return another person's ballot.

Beginning in 2026, updates mail ballot instructions to specify three delivery methods: county recorder office, any county polling place, or presenting valid ID at a polling place.

Retains criminal penalties (class 5 and 6 felonies) for ballot fraud activities including buying/selling ballots, misrepresenting oneself as an election official, and failing to deliver collected ballots to proper authorities.
