Establishes same-day and election-day voter registration in Arizona, allowing qualified persons to register during the 28 days before an election or on election day itself with proof of residence

Requires voters who register within 29 days of an election to cast provisional ballots for that election, with full voting privileges beginning 29 days after registration

Limits same-day registrants to voting only for federal offices, statewide/countywide offices, and legislature races, excluding partisan primary elections until 29 days after registration

Converts Arizona's driver license voter registration from opt-in to automatic enrollment, registering applicants unless they decline within 21 days of receiving notice from the county recorder

Takes effect December 31, 2026 and provides immunity from false registration charges for unqualified persons who unknowingly register through the automatic system
