Prohibits the Arizona Commerce Authority from certifying new computer data centers for tax relief after December 31, 2026 (changed from the previous deadline of December 31, 2033).

Prohibits the Arizona Commerce Authority from certifying new international operations centers for utility relief after December 31, 2026 (a new deadline not previously in statute).

Maintains existing tax relief and utility relief programs for computer data centers and international operations centers that are already certified or certified before the new deadlines.

Requires a two-thirds vote of both legislative chambers for enactment due to its impact on tax provisions under the Arizona Constitution.
