Allows homeowner's associations in condominiums and planned communities where at least 95% of units have been sold to amend their declarations with a simple majority vote of those voting at a meeting, rather than the standard 67% supermajority requirement.

Requires the board of directors or members to provide at least 60 days' notice of the meeting and the proposed amendment text before voting can occur.

Applies to both condominiums (governed by section 33-1227) and planned communities (governed by section 33-1817) in Arizona.

Mandates that the board of directors promptly record any approved amended declaration with the county recorder's office.
