Amends Arizona law to add flags from nations designated as major non-NATO allies of the United States that were established on May 14, 1948 to the list of flags that homeowners' associations cannot prohibit residents from displaying outdoors.

Applies to both condominiums (section 33-1261) and planned communities (section 33-1808) governed by HOAs in Arizona.

The specified establishment date of May 14, 1948 corresponds to the founding of the State of Israel, making this effectively a protection for displaying the Israeli flag.

HOAs may still adopt reasonable rules regarding the placement and manner of display of permitted flags, including regulations on flagpole location and size.
