Expands Arizona National Guard tuition reimbursement eligibility to include spouses, legal dependents, and Department of Emergency and Military Affairs employees enrolled in undergraduate, graduate, certification, or vocational-technical programs at any public or private postsecondary institution in Arizona.

Increases the maximum annual reimbursement to $10,000 per applicant for tuition and mandatory fees, plus an additional $1,000 for required textbooks, materials, supplies, and online course surcharges.

Establishes a prioritized reimbursement system when funds are insufficient: active National Guard members receive first priority, followed by their spouses and dependents, then department employees.

Creates a forgiveness program for unreimbursed education costs for National Guard members who remain in good standing for ten years after completing their degree or program.

Requires expanded annual reporting on reimbursement recipients by category and tracking of forgiveness program participants and retention impacts.
