School districts with optimal square footage at least 110% of their actual building square footage are prohibited from calling elections to issue bonds or modify previously voter-approved capital project lists.

The School Facilities Board must annually calculate optimal square footage for each school district based on student enrollment (average daily membership) and grade configurations.

Student capacity of buildings leased to charter schools or private schools counts toward a district's student numbers when calculating optimal square footage ratios.

The School Facilities Board must annually post each district's optimal square footage and the ratio of optimal to actual square footage on its website.

The Board must notify county school superintendents and boards of supervisors which districts have ratios of 110% or higher and are therefore ineligible to call bond elections.
