Requires political subdivisions to obtain Federal Aviation Administration approval of a vertiport layout plan before establishing locations for public or private vertiports and electric aircraft charging stations.

Mandates that each public vertiport, public electric aircraft charging station, and advanced air mobility infrastructure project be open for public bidding with no preference given to existing vertiport owners or operators.

Amends Arizona Revised Statutes section 28-8602, which governs vertiport and electric aviation planning, effective for the 2026 legislative session.

Maintains existing requirements for the Department of Transportation to develop statewide vertiport planning and designate an advanced air mobility expert beginning September 1, 2026.
