Teachers providing rehabilitation instruction or independent living skills instruction must hold a nationally recognized certification in rehabilitation teaching for the blind or a vision rehabilitation therapist certification

Defines "blind pupil" as a student who cannot use vision as a primary learning mode, has low visual acuity/field affecting learning, or has a prognosis of visual deterioration

Authorizes the State Board of Education to adopt implementation rules and set deadlines for teachers to meet the new certification requirements
