Expands Arizona's Turquoise alert system to explicitly include runaway children as qualifying cases for activation, in addition to kidnapped or missing persons under unexplained circumstances

Requires the Department of Public Safety to issue a Turquoise alert regardless of whether investigators have determined if a missing child was kidnapped or ran away

Maintains existing eligibility criteria requiring the missing person be under 65 years of age and that local law enforcement has exhausted available resources before requesting an alert

Applies to alerts issued in coordination with municipal police, county sheriffs, tribal law enforcement, and federal agencies operating in Arizona
