Honors Lester "Letch" F. Quinn, who served seven terms as Gila County Supervisor, as Gila County Undersheriff, and as an Arizona State Highway Commissioner

Recognizes Quinn's instrumental role in upgrading the Globe-Winkelman stretch of highway and bringing it into the state highway system

Directs the Secretary of State to transmit a copy of this memorial to the Chairperson of the State Board on Geographic and Historic Names
