Requires each Arizona Board of Regents university to designate and develop a "Charlie Kirk Memorial Plaza" on its main campus by March 1, 2028, located in a highly visible area near the central quad, student union, or main entrance.

Mandates each plaza include permanent signage commemorating Kirk and a statue depicting either Kirk sitting at a table with an empty seat or Kirk and his wife holding their children.

Authorizes grants of up to $750,000 per university for plaza development, with private postsecondary institutions and community colleges also eligible to apply for similar grants.

Imposes civil penalties of up to 1% of a university's budget per month for non-compliance, and requires expulsion of students or termination of employees who vandalize the plaza or statue.

Places this measure on the ballot as a concurrent resolution requiring voter approval at the next general election.
