Proposes a constitutional amendment to Article XIII of the Arizona Constitution prohibiting charter cities from banning civilian law enforcement review boards that oversee officer or agency conduct

Prohibits municipal corporations and charter cities from requiring civilians or residents to complete police academy training or Arizona Peace Officer Standards and Training Board certification to serve on law enforcement review boards

Requires the Secretary of State to submit this proposition to voters at the next general election for approval

Would take effect upon voter approval and proclamation by the Governor
