Proposes renaming the Arizona Corporation Commission to the "Arizona Public Utility Commission" through a constitutional amendment requiring voter approval at the next general election.

Amends 15 sections across Articles XIV and XV of the Arizona Constitution to replace all references to "corporation commission" with "Arizona public utility commission."

Maintains existing commission structure of five elected members serving four-year terms, with a two-consecutive-term limit and governor appointment power for vacancies.

Preserves all current commission powers including setting utility rates, issuing corporate charters, investigating corporations, and imposing fines of $100 to $5,000 for violations.

Directs the legislative council staff to prepare conforming legislation to update Arizona Revised Statutes if voters approve the constitutional amendment.
