Proposes adding Section 38 to Article II of the Arizona Constitution, establishing an inherent and inalienable right to a clean and healthy environment for all persons

Defines environmental rights to include clean water, clean air, healthy ecosystems, a safe climate, and preservation of natural, cultural, and healthful environmental qualities

Extends these rights to both present and future generations and requires the state and political subdivisions to protect these rights without infringement

Designates Arizona's natural resources (waters, air, flora, fauna, and climate) as common property of all people, with the state serving as trustee responsible for conservation and protection

Makes securing a safe climate system and providing clean, renewable energy a compelling state interest and high priority; the amendment is self-executing and would be placed on the ballot at the next general election
