Proposes a constitutional amendment to expand Arizona's Independent Redistricting Commission from 5 to 9 members, renaming it the "Fair And Independent Redistricting (F.A.I.R.) Commission"

Changes commissioner appointment structure: no more than 3 members from the same political party (up from 2), with geographic distribution requirements across Arizona's most populous counties

Increases the quorum requirement from 3 to 5 commissioners and requires 6 affirmative votes (instead of 3) to approve final district boundaries

Adds a population deviation limit requiring the largest and smallest legislative districts differ by no more than 5,000 persons

Establishes the deadline for commission formation as March 15 (changed from February 28) and requires compliance with state open meeting laws
