AZ SCR1031

Proposes a constitutional amendment requiring Arizona to conduct its own state census every ten years (by December 31 of years ending in zero) to count only U.S. citizens for legislative redistricting purposes.

Requires legislative districts to be drawn based on equal "citizen population" rather than total population, while congressional districts would continue to use total population.

Establishes a State Census Fund with $5,000,000 transferred annually from the Citizens Clean Election Fund to finance the state census.

Grants any member of the legislature standing to initiate legal action to enforce these provisions.

Must be approved by voters at the next general election before taking effect, as it amends Article IV of the Arizona Constitution.
