Redefines "student population" for school districts to mean the weighted student count rather than actual full-time enrollment, while maintaining the existing definition for community college districts.

Requires the proposition to be submitted to voters at the next general election, with the changes applying to fiscal years beginning after June 30, 2027.

Retains the requirement that expenditures exceeding the aggregate limitation may only be authorized by a two-thirds vote of both legislative chambers through a concurrent resolution.
