Refers a measure to voters that would repeal Arizona Revised Statutes sections 15-752 through 15-755, which govern English language education programs for children in public schools.

Requires all public schools to ensure English learners receive the highest quality education, master English, and access high-quality, innovative research-based language programs.

Grants parents or legal guardians legal standing to sue schools for enforcement of English learner requirements, with successful plaintiffs awarded attorney fees and actual/compensatory damages.

Authorizes school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers.

Requires the State Board of Education to adopt research-based and evidence-based models of structured English immersion, with minimum English language development requirements of 120 minutes daily for grades K-5 and 100 minutes daily for grades 6-12.
