Authorizes the Arizona Attorney General to investigate and take legal action against marijuana facility agents who enter into predatory agreements or fraudulently acquire marijuana establishment licenses

Defines "predatory agreement" as any agreement signed before or within 18 months after a social equity marijuana license was issued that required the original owner (holding at least 51% ownership) to give up control for less than fair market value or under unconscionable terms

Allows enforcement actions including revocation of marijuana establishment licenses and denial or revocation of marijuana facility agent cards

Specifically protects social equity ownership program license holders from exploitative arrangements that transfer their ownership, voting rights, or operational control

Requires submission to Arizona voters at the next general election for approval as a ballot measure
