Provides a waiver of earnings limitations for retired sworn law enforcement officers employed by the office of the special commissioner of investigations for the New York city school district.
Provides that transportation shall be provided to all children attending grades kindergarten through twelve who live within a fifteen mile radius of the school they legally attend; provides that such transportation may also be provided for such students to before-and/or-after-school child care locations.

Directs the department of transportation to construct and install safety gates at a certain railroad crossing in the village of Castleton-on-Hudson, county of Rensselaer within 2 years of the effective date.
Enacts the menopause awareness improvement act; establishes a menopause education program; establishes course work or training in menopausal health; directs the commissioner of labor to conduct a study on the impact of menopause on the workforce.
Requires the New York state bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
Requires notices of liability issued for nonpayment of tolls to be uniform in form and content and contain information on monetary penalties, the public authority issuing the notice of liability and the rates, fees, or charges applicable to nonpayment of tolls.
