Extends by 6 months all key dates related to the State Solid Waste Postclosure and Corrective Action Trust Fund, moving the participation deadline from July 1, 2011 to January 1, 2012 and the fee effective date from January 1, 2012 to July 1, 2012.

Increases the solid waste disposal fee by $0.12 per ton for landfill operators whose owners elect to participate in the trust fund, effective only if owners representing at least 50% of 2010 waste volume submit participation letters by January 1, 2012.

Shifts participation requirements from landfill operators to landfill owners, and allows multi-owner landfills to participate only if all owners consent, without obligating partial owners to include other facilities they own.

Requires landfill owners who submit participation notices after the fee takes effect to pay all applicable trust fund fees from July 1, 2012 and a 5% penalty before being allowed to participate.

Delays annual reporting requirements on trust fund expenditures and cost recovery actions from January 1, 2015 to January 1, 2016.
