Requires admitted insurers in California to biennially report community development investments and community development infrastructure investments to the Insurance Commissioner.

Adds "green investments" as a category of community development investments, defined as renewable energy projects, energy efficiency improvements, affordable housing on infill sites, and transit-oriented development that reduce automobile dependency.

Mandates the Department of Insurance identify insurers making green investments on its website and report the aggregate amount of insurer green investments biennially.

Extends the sunset date for these reporting requirements from January 1, 2011 to January 1, 2015.

Amends findings to recognize community development financial institutions' role in providing financial services, renewable energy projects, and affordable housing to underserved communities.
