Authorizes the Department of Motor Vehicles to issue a restricted class A or class B driver's license for operating vehicles in the production, harvesting, or transportation of silage by farmers, farm employees, or contracted farm employees.

Permits operation of silage-related vehicles only between different parts of the same farm or between separate farms on highways for distances not exceeding 20 miles from the point of origin.

Requires the department to comply with federal regulations in Part 383 of Title 49 of the Code of Federal Regulations when issuing these restricted licenses.

Requires licensed California drivers applying for the restricted license to submit approved medical information upon application and every two years thereafter, instead of undergoing a full medical examination.

Specifies that no state reimbursement is required because the bill's violations constitute infractions covered under existing state-mandated local program provisions.
