Designates safe-surrender sites (fire departments, hospitals, or county-designated locations) where parents can voluntarily surrender newborns 72 hours of age or younger without legal consequences.

Requires designating entities to consult with city governments, fire departments, and child welfare agencies before establishing a safe-surrender site.

Allows local fire agencies to designate safe-surrender sites with approval from the appropriate local governing body.

Provides liability protection to safe-surrender sites and personnel who accept surrendered children in good faith, except for cases involving gross negligence, recklessness, willful misconduct, or medical malpractice.

Requires the State Department of Social Services to report to the Legislature by January 1, 2013, and annually thereafter on the number of surrendered infants, abandoned children, medical history questionnaires completed, and reclamation attempts.
