Amends Public Utilities Code Section 130350.5 to modify notification requirements for amendments to the Los Angeles County Metropolitan Transportation Authority (MTA) expenditure plan funded by a 0.5% transactions and use tax.

Requires the MTA board to notify state legislators 365 days in advance of proposed amendments that would delay the schedule for fund availability or delay the estimated/expected completion date of capital projects in the adopted expenditure plan.

Requires advance notice to legislators (without the 365-day requirement) of any proposed amendments that would accelerate funding for capital projects in the expenditure plan.

Took effect immediately upon approval on September 30, 2010, as an urgency statute to provide increased flexibility for the MTA to implement its expenditure plan.
