Permits regional and local agencies to apply for letters of no prejudice for grade separation and railroad crossing safety improvement projects, which were previously prohibited from making such applications.

Allows agencies to seek reimbursement from bond proceeds under the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 ($19.925 billion) for eligible project expenditures after projects are programmed or approved for funding.

Reimbursable expenditures must comply with state and federal laws, California Environmental Quality Act requirements, and be incurred after administrative agency approval, subject to bond fund availability.

Administrative agency and regional or local agencies may develop agreements governing reimbursement terms and procedures, with final reimbursement amounts potentially less than amounts stated in letters of no prejudice.

Declares the act an urgency statute effective immediately to allow regional and local agencies to begin essential projects without delays related to bond fund availability.
