Requires the Public Utilities Commission to open an investigation by July 1, 2011, to evaluate when owners of master-metered mobilehome parks or manufactured housing communities should transfer gas or electric service responsibility to utility corporations.

Mandates the Commission report findings to the Legislature by January 1, 2014, including a recommended phase-in schedule for transfers, estimated costs and benefits to utilities, and potential impacts on residents and ratepayers.

Requires the Commission, in consultation with the Department of Housing and Community Development, to develop a system using protocols and standards to identify unsafe or substandard master-metered systems, prioritizing based on safety complaints and existing data rather than physical inspections.

Specifies the report must balance providing residents with safe and reliable gas and electric service comparable to utility corporation standards while ensuring fairness to existing ratepayers who have already funded master-meter maintenance and operating costs.

Section automatically repeals on January 1, 2018.
