Authorizes counties to adopt restorative justice programs to address the needs of minors, victims, and communities within the juvenile justice system.

Requires restorative justice programs to be implemented through protocols developed by the juvenile court in conjunction with prosecutors, public defenders, probation departments, victims' groups, law enforcement, and other stakeholders.

Permits minors to be referred to restorative justice programs as part of informal supervision, nonwardship probation, dispositional orders, or deferred entry of judgment proceedings.

Prohibits the use of General Fund moneys to finance restorative justice programs established under this section.

Establishes legislative findings that restorative justice principles should repair harm to victims, minors, and communities while ensuring accountability and competency development consistent with the rehabilitative purpose of juvenile court law.
