Authorizes cities and counties to apply additional traffic laws to privately owned offstreet parking facilities through ordinance or resolution, including sections related to speed laws, reckless driving, speed contests, and other vehicle code violations.

Requires parking facility owners or operators to post a conspicuous notice (at least 17 by 22 inches with one-inch lettering) at each entrance stating the facility is subject to public traffic regulations.

Mandates a public hearing and 10 days prior written notice to the parking facility owner and operator before a city or county can enact an ordinance or resolution applying these traffic laws.

Allows Section 22507.8 (parking violations) to be enforced without the ordinance enactment or posted notice requirements specified in the bill.

Specifies that no state reimbursement is required because any local costs result from creating or modifying crime or infraction definitions, which are exempt from reimbursement under California law.
