Renames the "California Governor's Committee on Employment of Disabled Persons" to the "California Governor's Committee on Employment of People with Disabilities" (CGCEPD) and establishes it within the Labor and Workforce Development Agency.

Adds the Superintendent of Public Instruction as a member of the committee, which also includes directors from relevant state departments, individuals with disabilities, business representatives, and workforce representatives.

Requires the committee to consult with and advise state agencies on workforce inclusion of persons with disabilities, including development of comprehensive employment strategies and grant program implementation.

Mandates the committee to report annually to the Legislature and Governor on employment status of Californians with disabilities and coordinate efforts to achieve compliance with workforce investment requirements.

Directs the committee to facilitate dissemination of information on employment supports, benefits, and the Ticket to Work program to individuals with disabilities, employers, and service providers using existing funding.
