Requires privately owned or operated resources hired by insurers for firefighting or protecting fire-endangered structures to report immediately to the incident commander upon arriving at a fire scene

Mandates these private firefighting resources obey all directions from the incident commander or designee, including evacuation orders

Adds Section 16032 to the Insurance Code to establish these reporting and command-authority requirements

Applies to resources maintained by insurance underwriters' corps for fire prevention and protection purposes
