Exempts employees of the Franchise Tax Board and State Board of Equalization from furloughs implemented by any state agency, board, or commission.

Prohibits state agencies, boards, and commissions from directly or indirectly implementing or assisting in implementing furloughs of exempted employees.

Clarifies that the exemptions do not constitute legal authorization for furloughs imposed through Executive order.

Defines "employee" as civil service employees of the State of California for purposes of the exemption provisions.

Makes legislative findings that furloughs on federally-funded and user-funded employees create no General Fund savings and that revenue-generating agencies like the Franchise Tax Board lose state income through reduced collections during furloughs.
