Requires written procedures for reviewing and implementing after-action report recommendations, though implementation remains optional for each entity

Requires the State Department of Public Health to make after-action reports publicly available by posting on its website, providing copies upon request, or both

Provides for state reimbursement to local agencies for costs mandated by this legislation if determined by the Commission on State Mandates
