Extends the operation of provisions regulating inedible kitchen grease transporters until July 1, 2015, with repeal on January 1, 2016 (previously scheduled to expire July 1, 2010 and be repealed January 1, 2011).

Allows the State Veterinarian to grant waivers for transporting dead animals to permitted landfills during declared states of emergency or local emergencies, or when licensed renderers cannot process animals due to operational or regulatory constraints.

Authorizes the Secretary of Food and Agriculture to issue master or individual permits to licensed renderers, collection centers, or dead animal haulers for transporting dead animals to appropriately permitted landfills under emergency or operational constraint conditions.

Maintains registration and administrative fee requirements for inedible kitchen grease transporters, with maximum annual fees of $300 per vehicle and $3,000 per registered transporter.
