Amends Section 30106 of the Public Resources Code to exclude fireworks displays conducted by public entities from the definition of "development" under the California Coastal Act of 1976.

Declares the act an urgency statute necessary for the immediate preservation of public peace, health, or safety, allowing it to take effect immediately.

States that the exemption for fireworks displays is intended to allow Californians to continue celebrating the country's independence and long-standing traditions.

Removes previous provisions requiring the CALFED science program staff to conduct an independent scientific review of fish predation in the Sacramento-San Joaquin Delta.
