Requires Fish and Game Commission to hold at least 10 meetings per year if adequate funding is available, and allows up to 3 regular meetings in Sacramento annually (increased from 2).

Requires Department of Fish and Game to offer special hunting opportunities to qualified hunter education instructors through limited existing tags and other hunting opportunities, with selection by random drawing.

Authorizes Department of Fish and Game to temporarily suspend expenditures from county fish and wildlife propagation funds or seek reimbursement of improperly spent funds if audit determines non-compliance with requirements.
