Extends the California Seed Law's county seed enforcement subvention program until January 1, 2015 (previously set to expire January 1, 2010)

Maintains annual $120,000 state subvention to counties for seed enforcement costs, apportioned based on registered seed labeler operations and enforcement activity units

Requires participating counties to enter into cooperative agreements with the Secretary of Food and Agriculture and maintain statewide compliance standards on all seed

Allows the Secretary to withhold a portion of county funds if performance standards established in cooperative agreements are not met

Continuously appropriates seed law fees to the Department of Food and Agriculture to fund these subvention provisions
