Renames the Safe, Clean, and Reliable Drinking Water Supply Act from 2010 to 2012 and makes conforming changes throughout the Water Code

Delays voter submission of the $11.14 billion water bond measure from November 2, 2010, to November 6, 2012, statewide general election

Prohibits joint powers authorities formed to finance surface storage projects from including for-profit corporations, mutual water companies with for-profit shareholders, or other private entities as members; limits membership to governmental partners and public agencies

Requires any future legislative amendments to the surface storage project provisions to obtain two-thirds approval in both houses of the Legislature and voter approval

Mandates the Secretary of State submit specific ballot title and summary language for the bond measure without modification by the Attorney General
