AB 127 Summary

• Repeals the Office for Citizen Initiative and Voluntary Action and establishes the Office of California Volunteers within the Governor's office, led by a Secretary of Service and Volunteering appointed by the Governor.

• The Office of California Volunteers shall recruit and mobilize California residents for volunteer service, serve as the state's lead agency for community service and volunteerism, and partner with public agencies and private sectors to create service opportunities.

• Establishes the California Volunteers Commission as California's "State Commission" under the federal National and Community Service Trust Act of 1993.

• Commission membership includes at least 10 voting positions representing youth education, older adults, community-based organizations, the Superintendent of Public Instruction, local government, labor, business, youth service participants, national service programs, and the volunteer sector, with total membership not to exceed 25.

• Commission members serve three-year terms at the Governor's pleasure without compensation but may receive travel reimbursement and per diem; no more than 50 percent of commission members plus one shall be from the same political party.
