Requires the Public Utilities Commission (PUC) to participate in Federal Communications Commission forbearance proceedings when an incumbent local exchange carrier petitions to be exempted from providing nondiscriminatory access to network elements on an unbundled basis within any California metropolitan statistical area.

Mandates the PUC to file comments on forbearance petitions, provide competition data for the affected metropolitan statistical area, and take other actions advancing California's telecommunications competition policies.

Requires the PUC to develop a sample data request for collecting competition data in California metropolitan statistical areas, including separate data for residential, business, and wholesale services.

Obligates all voice communications service providers (local exchange carriers, interexchange carriers, mobile telephony providers, and VoIP service providers) to provide data and information requested by the PUC relevant to forbearance petitions.

Specifies that no state reimbursement is required under the California Constitution because any local agency or school district costs result from creating new crimes or infractions under the Public Utilities Act.
