Requires the Governor and Members of the Legislature to file online reports with the Secretary of State within 24 hours of receiving contributions exceeding $1,000 during specified budget and legislative recess periods, effective January 1, 2011.

Applies to contributions made during the period between the Director of Finance's revised budget estimate and Budget Bill enactment, during the 15 days before legislative adjournment in the second year of a biennium, and during specified periods after adjournment.

Mandates the Fair Political Practices Commission to issue a reporting calendar by January 15 of each year delineating the required reporting periods.

Exempts contributions already required to be reported within 24 hours under other law from duplicate reporting under this section.

Declares the act an urgency statute taking effect immediately and states it furthers the purposes of the Political Reform Act of 1974.
