Authorizes local agencies to establish a single fund covering all bridge and major thoroughfare projects within a benefit area when more than one such project is required, rather than requiring separate funds for each project.

Expands the definition of "construction" for San Diego County and Los Angeles County unincorporated areas to include design, rights-of-way acquisition, environmental and engineering services, and reasonable administrative expenses (capped at $300,000 annually, adjusted for inflation).

Allows the expanded "construction" definition to apply in Los Angeles County when bridge and major thoroughfare improvements span both incorporated cities and adjacent unincorporated areas, or lie completely within city boundaries.

Maintains existing requirements that local agencies hold public hearings, establish benefit area boundaries, and obtain written resolutions before imposing fees on property owners for bridge and thoroughfare improvements.
