Makes it unlawful to make untrue or misleading statements in connection with offering or performing grant deed copy services (services that obtain copies of property owners' grant deeds or title records for compensation).

Prohibits specific deceptive practices including falsely claiming governmental recommendations or affiliation, using governmental seals or misleading business names, using government-like envelopes, and falsely claiming fee payment deadlines.

Requires offerors to prominently disclose in 14-point boldface type that the service is not associated with any governmental agency and provide information about obtaining copies directly from the county recorder at the applicable fee.

Requires the required disclosure to appear at the top of all advertisements and promotional materials in a box with heavy borders, and to be recited at the beginning of oral and broadcast solicitations before payment is required.

Violations are crimes with no state reimbursement required to local agencies or school districts under California Constitution provisions.
