Establishes that teaching credentials, permits, certificates, and documents lawfully issued by the Commission on Teacher Credentialing remain valid under the laws and regulations in effect when issued, and are exempt from new laws and regulations unless specifically amended.

Restructures the preliminary designated subjects adult education teaching credential into separate tracks for nonacademic subjects (requiring 3 years of experience and high school diploma) and academic subjects (requiring a baccalaureate degree with 20+ semester units in the subject and passage of basic skills requirements).

Modifies the five-year clear designated subjects adult education teaching credential requirements to include a valid preliminary credential, two years of successful teaching, a personalized preparation program, health education study, U.S. Constitution study (2 semester units or exam), and computer-based technology study.

Repeals the existing provision establishing minimum requirements for the clear designated subjects adult education teaching credential.
