Authorizes the Governor to appoint up to 6 additional High-Speed Rail Authority employees exempt from civil service, upon recommendation of the executive director, to serve at the pleasure of the executive director.

Specifies positions eligible for appointment: Chief program manager, Regional director, Chief financial officer, and Director of risk management and project controls.

Requires the authority to conduct an independent salary survey to determine compensation for the executive director and additional exempt employees, with salaries subject to Department of Personnel Administration approval.

Limits compensation to amounts reasonably necessary to attract qualified personnel and not to exceed the highest comparable compensation for similar positions at other state, regional, and local transportation agencies.

Maintains the executive director as an appointment by the authority who serves at the authority's pleasure and administers authority affairs as directed.
