Amends Section 999.80 of the Military and Veterans Code to modify funding criteria for entities receiving federal Workforce Investment Act (WIA) funds designated for veterans services.

Removes the requirement that entities dedicate a majority of WIA resources to serving veterans and replaces it with a requirement to demonstrate ability to create and participate in local partnerships with workforce investment boards, educational agencies, training organizations, and other stakeholders.

Maintains the existing requirement that entities demonstrate knowledge, experience, and capacity to provide services to veterans and their families.

Declares the act an urgency statute to take effect immediately, citing concerns that existing ambiguous provisions could exclude qualified bidders and limit the array of services available to veterans.
